Samurott Best Moveset
Even if Samurott isn’t the most useful Water-type ‘mon in Pokemon Go, we can evolve the ‘mon and unlock the Unova starter’s best Charged Move: Hydro Pump!

Fury Cutter + Hydro Pump
Samurott’s best moveset is Fury Cutter (Fast Move) and Hydro Pump (Charged Move).
For example, Fury Cutter comes with faster energy generation allowing you to access Samurott’s greatest Charged Moves. On the other hand, Hydro Pump can deal huge damage and benefits from STAB.
TIP: if you can get a second Charged Move, choose the Bug-type Megahorn; it’s very efficient against Grass-type ‘mon!

Samurott’s Razor Shell
Razor Shell deals a low 35 damage and costs 35 energy. So, it doesn’t seem that this skill is going to be very useful to Samurott’s moveset.
Luckily, Hydro Pump is only 5 more energy to use and deals up to 45 more damage if you can get through your enemy’s shields.
